Born April 3, 1954 in Vinnitsa. In 1977 he graduated from the Taras Shevchenko National University of Kyiv, Faculty of International Relations and International Law. Candidate of Law, majoring in International Law. Former First Deputy Minister of Foreign Affairs, Former Deputy Head of the Secretariat of the President of Ukraine. Acting President Grant Thornton Ukraine. 1989-1993 - Associate Professor, Deputy Dean of the Faculty of Law at the Taras Shevchenko National University of Kyiv. From July 2003 to May 2004 - First Deputy Minister of Foreign Affairs of Ukraine for European Integration. From 2004 to 2006 - Vice-President of the Consortium of the Industrial Union of Donbass. From September 2006 to 2008 - Deputy Head of the Secretariat of the President of Ukraine. Has diplomatic rank as Ambassador Extraordinary and Plenipotentiary of Ukraine.
