He graduated from the Kyiv Polytechnic Institute (Management) in 1997 and the Kyiv-Mohyla Academy with a major in Economic Theory in 1999. In 2004, he received his PhD in Economics (PhD in Economics) from the University of Wisconsin-Madison (USA). For his professional career, he taught for a long time at European and American higher education institutions, including the University of Rhine, Friedrich Wilhelm in Bonn, University of Pennsylvania, University of Pennsylvania and University of Pittsburgh. Timothy Milovanov's research interests span areas such as game theory and contracts, institutional design, and his scholarly articles on these topics have been published by leading international academic publications, including Econometrica, American Economic Review, the Review of Economic Studies. During the Revolution of Dignity, together with like-minded leaders of Ukraine and the world, he founded the VoxUkraine platform, which aims to increase the level of economic debate in Ukraine. Timothy Milovanov has been a member of the Academic Supervisory Board of the Kiev School of Economics for a long time. On July 7, 2016, the Verkhovna Rada of Ukraine elected Timothy Milovanov to the Board of the National Bank of Ukraine, and since October 2016 he has held the position of Deputy Chairman of the Board. In 2014 and 2015 (after the rating did not come out) Forbes Ukraine included Timothy Milovanov in the ranking of the best Ukrainian economists.
